The Pennsylvania Department of Education (PDE) requires Local Education Agencies (LEAs) to use Form 427a and 427b when verifying a teacher’s successful fulfillment of Level II certification requirements.

What is PDE Form 427?

The PDE 427 form is the summative assessment form an LEA is to complete when an educator is being evaluated to adjust their certification level from an Instructional I to Instructional II or Educational Specialist I to Educational Specialist II.

PDE UPDATE: The state released new versions of the PDE 427 form, now splitting it into two forms (one for classroom teachers [427a], and one for NTPs [427b]) to attain the Education Specialist I to Education Specialist II designation.

  • PDE 427a: This form is for Classroom Teachers and uses language from the Classroom Teacher Framework for Observation and Practice. This form is used when a teacher is being evaluated to move from an Instructional I to an Instructional II certification.
  • PDE 427b: This form is for Non-Teaching Professionals and uses language from the Non-Teaching Professional Framework for Observation and Practice. This form is used when a non-teaching professional is being evaluated to move from an Educational Specialist I to an Educational Specialist II certification.
PDE Form 427 is now split into two forms: 427a (for classroom teachers) and 427b (for NTPs).

What are the Level I to Level II Certification Requirements?

Provided below are the PDE requirements per (§ 49.83. Instructional I).

The Instructional II Certificate will be issued to an applicant who has completed:

  1. A Department-approved 2-year induction program.
  2. Three years of satisfactory teaching on an Instructional I Certificate attested to by the chief school administrator of the approved public or nonpublic school entity in which the most recent service of the applicant was performed.
  3. Twenty-four (24) credit hours of collegiate study or its equivalent in credits from the Department, a Pennsylvania intermediate unit or any combination thereof. The Department will publish a ‘‘Certification and Staffing Policy Guideline’’ that establishes up to the equivalent of six specific course credit hour requirements for each new Instructional I Certificate issued by the Department after September 22, 2007.
  4. Present evidence of satisfactory achievement in assessments prescribed by the Department under §  49.18(a) (relating to assessment).
