PDE announced that the annual TPES (Teacher and Principal Evaluation Survey) for the 2018-19 school year is due January 17, 2020. According to PDE, the submission process for this year’s collection is the same as last year. The official TPES survey can be found on PDE’s Teacher and Principal Evaluation Survey page. To ensure complete and accurate information, review all items highlighted on page 8 of the survey.
To support districts completing this annual requirement, PA-ETEP provides a TPES report that includes all the aggregate building level data and educator effectiveness ratings that are asked for on the PDE TPES report. To access PA-ETEP’s TPES report, log into PA-ETEP –> Administration –> Reporting –> TPES report. Please note that there are two tabs on the TPES report.
The TPES Individuals tab provides individual teacher ESSA Effectiveness Rating calculations (scroll to the far right).
The TPES Buildings tab provides aggregate totals by building, including the total number of teachers earning Failing, Needs Improvement, Proficient, Distinguished and considered Ineffective and Effective. According to the Effectiveness Rating calculation, teachers with an ESSA Effectiveness Rating calculation of (0.00-1.99) are considered Ineffective and (2.00-3.00) Effective.
From PDE: Please note that federally-required, building-level reporting on rates of inexperienced, ineffective, and out of field educators is separate and distinct from educator evaluation data, and therefore has no impact on the completion of teacher (82-1 forms) and principal evaluations. Only building-level aggregate totals of Effective/Ineffective classroom teachers will be reported to PDE per ESSA’s requirements.
Within PA-ETEP, the TPES report is only available to School District Admin users. The TPES report and the ESSA Effectiveness Rating calculations are not available to individual teachers or building principals.
