The Challenge
Laurel School District faced ongoing challenges in identifying staff members who required Level I or Level II Diabetes Training and monitoring annual completion requirements. Reliance on manual processes created opportunities for errors, compliance gaps, and increased audit risk.
The Solution

Laurel School District is using Comply to monitor Level I and Level II Diabetes Training. Personnel are required to complete Level I training before proceeding to Level II.
While the Laurel School District is using Comply to monitor Level I and Level II Diabetes Training, Comply also enables districts to monitor Level III compliance if they elect to do so.
Under Act 86 of 2016, Pennsylvania school diabetes training requirements mandates annual education, a designated trained staff member per school, and a structured three-tier instruction model. Training must be facilitated by a licensed health care practitioner with diabetes expertise.
Training Tiers
- Level 1: Basic overview of diabetes for all school personnel.
- Level 2: Detailed instructions for teachers and staff responsible for students during the day (coaches, bus drivers, P.E. teachers) covering routine care and emergency protocols.
- Level 3: Advanced, specialized training for “Identified Employees” who perform specific diabetes care, monitoring, and treatment tasks (such as administering insulin or glucagon).
Individuals must successfully complete each level before proceeding to the next.
